This agreement allows the city to manage land use planning for unincorporated areas within its urban services boundary, ensuring that these regions receive consistent regulatory oversight.
Bill Cunningham, project manager for the Lower Southeast Rising Area Plan, provided insights into the plan's objectives. Adopted by the Portland City Council in May, the plan aims to enhance the Brentwood Darlington neighborhood by addressing long-standing infrastructure gaps and increasing access to commercial services. Key features of the plan include the establishment of a new neighborhood center, expanded commercial zoning, and multi-dwelling housing options to promote community growth while protecting existing low-cost housing.
The amendments are being expedited through emergency adoption to synchronize with the city's ordinance effective dates, reflecting a collaborative effort to improve urban planning and community services in the area.
