The council also reviewed the University Street extension project, which is projected to cost $7.6 million and will include infrastructure improvements such as a bike trail connecting local schools and parks. This project is expected to enhance community access and safety while addressing water capacity concerns in the area.

Financially, the city plans to fund these projects through a combination of local option sales tax bonds, general obligation bonds, and surplus cash contributions, totaling over $45 million in commitments. However, a funding deficit of approximately $11.4 million remains, prompting discussions on how to bridge this gap. The council emphasized the importance of establishing clear financial parameters, including potential property tax increases and the necessity for private fundraising efforts.

Consultants have projected that the recreation center could host around 30 tournaments annually, contributing nearly $5 million to the local economy. However, operational feasibility studies indicate that an annual subsidy of between $275,000 and $382,000 may be required to sustain the facility, a point that will need further deliberation.

The council is set to make critical decisions regarding these projects by December 3, allowing time for additional fundraising and community input. As discussions continue, city officials are focused on ensuring that both projects align with community needs and financial realities, aiming to enhance Pella's recreational offerings while fostering economic growth.
