In a recent government meeting, the Planning Board reviewed a proposal for a special exception related to wetland buffer impacts for the establishment of a new charter school, Wellhart Charter Public Schools, at 52 Federal Hill Road. The site, currently home to the Milo Way restaurant, requires modifications to accommodate the school's operations while adhering to local zoning regulations.
The proposed project involves converting the existing restaurant building into classrooms and adding three yurts to house approximately 225 students. The renovations will also include reconfiguring the parking areas and connecting the facility to municipal sewer services. Notably, the project will impact two wetland buffer areas, totaling 1,603 square feet, which are located within a required 25-foot buffer zone.
Representatives from Meridian Land Services presented the application, emphasizing that the majority of the proposed disturbances are within already cleared areas, minimizing environmental impact. The plan aims to enhance traffic circulation and increase parking capacity, addressing existing non-conformities in the parking layout.
The board discussed the project's compliance with zoning ordinances, highlighting that the improvements would not significantly increase runoff or negatively affect local wildlife, as confirmed by a review from the New Hampshire Natural Heritage Bureau. The proposal is seen as a logical expansion of the site’s use, transitioning from a restaurant to an educational facility while maintaining the option for events during non-school hours.
The Planning Board will continue to evaluate the application, considering both the educational benefits of the charter school and the environmental implications of the proposed changes.
