The Assistant Director of Community Development, Martin Reeder, presented the case, explaining that the business has been operating in a medium industrial zone and primarily sells its products online. Previously, the company purchased alcohol at retail prices for resale, which did not require a permit. However, to improve profit margins, they are seeking to buy alcohol wholesale, necessitating a Type 21 permit from the California Department of Alcoholic Beverage Control (ABC).
Reeder noted that the area is predominantly industrial, with few residential properties nearby, and there are no schools in the vicinity. The business operates Monday through Friday, 9 AM to 5 PM, and the nature of its operations is non-retail, which is expected to minimize potential impacts typically associated with alcohol sales, such as loitering or public disturbances.
The commission reviewed the required notifications and community meeting protocols, confirming that no attendees participated in the community meeting. The police department's risk assessment indicated a low level of concern, reflecting the nontraditional nature of the business.
Overall, the proposal is considered consistent with the city’s general plan and land use code, with no anticipated negative impacts from the alcohol sales. The commission will continue to evaluate the application before making a final decision.
