In a recent government meeting, officials discussed the ongoing issues surrounding the property at 1018 Orange Street, which has been the subject of multiple inspections and condemnations due to hazardous conditions and vagrancy problems. The property, owned by Cesar Yapez as trustee of the Element Orange Trust, has been inactive since April 2022, prompting concerns from local residents and organizations.
The property was initially condemned in November 2021 after reports of vagrants harassing individuals at a nearby women and children's organization. Subsequent inspections revealed serious code violations, including inadequate sanitation, structural hazards, and dangerous electrical and plumbing issues. Despite the owner expressing intentions to repair the property, no significant work has been completed since an electrical permit was issued in March 2022, which later expired.
Ownership of the property changed hands in October 2023 to Speedy Cell Estates LLC, but the new owners have also failed to address the ongoing issues. A general repair permit was applied for but has not progressed, and inspections in April and May 2024 showed no improvements, with the property remaining unsecured and overgrown.
Officials have communicated with both the new owner and a lienholder, urging them to take action to secure the property and submit a comprehensive plan for repairs. However, as of the latest inspection, no progress has been made, and the situation remains unresolved, prompting further hearings to address the ongoing neglect and safety concerns.
