The city has received $1,407,000 in Community Development Block Grant (CDBG) funding, reflecting a slight increase from the previous year, alongside $461,693 in Home Investment Partnership Program funding, which marks a 15% decrease. Additionally, there are $26,000 in reprogrammable funds available for allocation.

The Community Development Citizens Committee (CDCC) has recommended funding for various public service activities, including programs for the homeless, youth, adult employment training, and senior services. Notably, the allocation for public service activities is capped at 15% of the annual entitlement, approximately $211,000.

A key component of the plan is the commitment to fair housing, with the city contracting the Fair Housing Foundation to provide education and support to eliminate housing discrimination. The foundation conducts workshops for tenants and landlords to promote equal access to housing.

The meeting also highlighted a proposed $355,000 allocation for improvements to Union Pacific Park, which will include the construction of sports courts and enhancements to accessibility features.

In a significant discussion, council members considered reallocating $25,000 from the newly funded Homeless Intervention Services of Orange County to support ongoing housing services for residents at Fullerton City Lights. This proposal reflects concerns about potential service redundancies and the critical need for continued support for residents at risk of losing their housing.
