In a recent city commission meeting, officials approved a resolution for the final plat of the Ashton Covey subdivision, a 99.76-acre development located at 10201 Thompson Nursery Road. The subdivision will feature 111 building lots and 16 common lots, which include stormwater retention and open space areas. The internal roadways will be private and dedicated to the Ashton Covey Homeowners Association, while the city will maintain water and sewer utilities.
City Manager Eric Lappy highlighted that the subdivision aligns with the planned unit development ordinance and meets all minimum requirements. The estimated taxable value of each lot is approximately $300,000, which could generate around $219,447 in ad valorem revenue for the city. All necessary infrastructure has been installed and passed inspection, eliminating the need for a performance bond.
During the meeting, Commissioner Dantzler raised concerns about public access to Lake Bess, noting that the city currently lacks the ability to monitor its water quality due to restricted access. He suggested that future subdivision approvals could include provisions for private access to lakes, allowing city officials to monitor and manage these water bodies effectively.
In response, other commissioners acknowledged the importance of improving lake access as part of the city’s strategic plan. They discussed potential incentives for private property owners to allow public access, especially since state funding for aquatic management often requires improved public access to lakes.
Additionally, the commission addressed an ordinance amending the city’s budget for the fiscal year beginning October 1, 2023. The city manager explained that the amendment would reappropriate $10.4 million in funds for various projects that were encumbered in the previous fiscal year but not completed. This reallocation is intended to enhance financial transparency and ensure that funds are utilized effectively for ongoing projects.
The meeting concluded with a motion to approve the resolution for Ashton Covey, which passed unanimously, and the second reading of the budget amendment is scheduled for July 22.
