In a recent government meeting, officials discussed critical staffing issues within juvenile correctional facilities and the implications of a Department of Justice (DOJ) report highlighting systemic problems. The meeting revealed that while staffing levels have improved since the DOJ's investigation began in May 2022, challenges remain in providing adequate care and rehabilitation for youth.

Officials reported a significant increase in staffing, with juvenile correctional officer positions now filled at approximately 81% capacity, up from much lower levels during the investigation. However, the facilities still operate at overcapacity, with some locations like the Giddings facility at 160% capacity. This overcapacity has historically strained resources and contributed to inadequate supervision, which has been linked to incidents of inappropriate use of force and sexual abuse.

The DOJ report outlined 48 recommendations aimed at improving conditions, particularly regarding protection from harm and mental health services. Officials indicated that many of these recommendations are being implemented, including enhanced training and policy adjustments concerning the use of force and isolation practices. They emphasized the importance of adequate staffing to ensure proper supervision and the safety of both staff and youth.

Concerns were raised about the mental health services available to youth, with officials noting that while staffing for mental health professionals has increased to over 75%, challenges remain in meeting the complex needs of the population. The implementation of dialectical behavior therapy (DBT) is underway, with plans to integrate mental health treatment more effectively into the facilities' programming.

Critics of the current system, including some legislators, expressed deep concerns about the fundamental model of housing youth in correctional facilities, arguing that it perpetuates trauma rather than rehabilitating young people. They called for a reevaluation of the approach to juvenile justice, suggesting that a shift towards more supportive and therapeutic environments is necessary for genuine reform.

The meeting underscored the ongoing struggle to balance safety, rehabilitation, and adequate staffing in juvenile facilities, with officials acknowledging that while improvements have been made, significant work remains to address the systemic issues highlighted by the DOJ.
