Cameron County emerged as a model for election integrity, having addressed issues from a previous election that hindered voters' ability to correct mail ballots online. The county has implemented robust physical and cybersecurity measures, developed emergency preparedness plans, and effectively utilized federal grants to enhance their election budget. Their training program for election workers is noted for its thoroughness, ensuring staff are well-prepared to assist voters, including those with disabilities. These efforts have resulted in high-quality elections with complete and auditable paperwork.

In contrast, Harris County faced scrutiny for its transition to a new paper-based voting system, which has been linked to operational difficulties. The audit revealed that election judges were not required to undergo hands-on training with the new equipment, leading to significant issues during elections. For instance, in the November 2021 special election, 26 polling places experienced voting interruptions due to equipment malfunctions, with many locations failing to open on time. Similar problems persisted into the March 2022 primary election, where 33 locations reported gaps in voting, primarily attributed to equipment issues and inadequate training.

Additionally, the audit uncovered a major discrepancy in Harris County's reconciliation form, which reported a 10,000-vote difference between the number of votes cast and the number of voters. This undercount raised concerns about the county's internal processes and highlighted the need for improved access control and verification measures.
