The board convened to discuss a complaint from Matthew Musson, a parent of a Rockwall ISD student, regarding the timeliness of a grievance originally filed on February 2, 2024.
The meeting began without public comments and quickly moved into executive session to consult with legal counsel, as permitted under Texas government code. Upon returning to open session, the board confirmed that the grievance appeal would be heard publicly since it did not involve complaints against specific district employees. However, any complaints against employees raised during the session would necessitate a shift to closed session.
The board members confirmed their ability to participate impartially in the proceedings, with legal counsel present to advise on the matter. Musson was allotted 15 minutes to present his case, followed by a 15-minute response from the administration, and a brief rebuttal from both sides.
