However, upon deciding to downsize after 50 years in her home, Susana discovered an unexpected $8,000 lien from the city, despite HUD's indication that the loan was fully paid. Ruiz expressed concern that other families involved in similar programs might be unaware of potential liens until they face probate after a parent's passing.
Ruiz highlighted that his mother made a final payment of $62.60 on July 1, 2023, before selling her house, only to find herself in a precarious situation where the city collected the lien amount. He urged the council to rectify this situation by refunding his mother and others affected, emphasizing the moral obligation to support families caught in this predicament.
