The proposed complex, spanning approximately 200 acres in Ontario Ranch, aims to provide a variety of recreational facilities, including multipurpose sports fields, baseball fields, an indoor athletic facility, and a village area featuring retail and entertainment options.
During the meeting, Mr. Murphy, the Executive Director of Community Development, outlined the project's scope, emphasizing its potential to enhance community recreation while addressing the need for open space. The site is strategically located at the intersection of Vineyard Avenue and Riverside Drive, bordered by significant thoroughfares and the Cucamonga flood control channel.
The project necessitates a change in land use designation from low and medium density residential to open space and commercial to accommodate the sports complex and associated amenities. Notably, the plan includes relocating an affordable housing overlay to ensure compliance with housing requirements.
Despite the anticipated benefits, the EIR identified five significant and unavoidable impacts related to agricultural resources, air quality, greenhouse gas emissions, noise, and transportation. These impacts were deemed significant even after considering potential mitigation measures. Mr. Murphy noted that similar impacts have been recognized in previous developments within the area, reflecting ongoing challenges in balancing growth with environmental considerations.
The council is now tasked with evaluating the project's merits against its environmental impacts, with staff recommending the adoption of the EIR and associated amendments. The outcome of this hearing will play a crucial role in shaping the future of recreational facilities in Ontario Ranch.
