In a recent government meeting, significant discussions centered around the proposed Hillcrest Focus Plan Amendment, which aims to establish an LGBTQ+ Cultural District and implement new regulations to preserve the area's historic character while accommodating growth.
Key proposals include the incorporation of LGBTQ+ interpretive trail paving and supplemental regulations for building facades to prevent blank walls. The amendment also seeks to designate a Hillcrest Historic District encompassing 30 parcels near Fifth Avenue and University Avenue, recognized for its architectural significance and ties to the LGBTQ+ community.
The plan introduces distinct regulations for contributing and non-contributing resources, focusing on building design, height, and step backs. Notably, projecting balconies may encroach up to five feet into step backs to enhance design flexibility. These measures aim to maintain the historic storefronts and pedestrian-friendly atmosphere of Hillcrest while allowing for new development.
Additionally, the amendment addresses commercial and entertainment activities, including noise disclosure requirements for new residents to mitigate potential conflicts with existing businesses. It extends operational hours for dining establishments and introduces protections for legacy businesses that have been in operation for at least 30 years, ensuring they are notified of any proposed demolitions and offered replacement spaces.
Despite these advancements, the Uptown Planners Community Planning Group expressed concerns over mobility, density, and gentrification, ultimately voting to reject the amendment. However, other groups, including the newly recognized Vibrant Uptown planning group, have shown support. Various advisory boards, including the Mobility Board and Historical Resources Board, have recommended adoption of the amendment.
City staff urged the council to approve the amendment, asserting its alignment with environmental impact reports and broader community goals. Public comments during the meeting highlighted strong support from local business owners and community members, emphasizing the need for affordable housing and the preservation of Hillcrest's cultural legacy.
