The city of Bremerton is poised for significant growth, with projections indicating an increase in population from approximately 45,000 to nearly 64,000 residents by 2050, marking a nearly 50% rise. This growth is expected to coincide with a surge in job opportunities, with forecasts suggesting an increase to around 58,000 jobs.
In early 2023, the city initiated an Environmental Impact Statement (EIS) scoping notice to gather public input on where to accommodate this anticipated growth. The feedback overwhelmingly favored concentrating development in existing land use centers and commercial areas, a strategy aimed at preserving low-density regions while maximizing infrastructure efficiency.
Central to this development is the Puget Sound Industrial Center (PSIC), located near Bremerton Airport, which is projected to absorb up to 10,000 jobs in the future. A recent market study revealed that the PSIC currently supports just under 1,700 jobs, with projections estimating growth to between 4,216 and 4,000 jobs by 2050, contingent on infrastructure improvements.
The study identified a critical need for enhanced infrastructure, particularly sewer systems, to support job creation in the PSIC. Recommendations included encouraging the expansion of Naval Base Kitsap at PSIC, particularly in light of the upcoming Shipyard Infrastructure Optimization Program (SIOP).
To facilitate development, the study proposed several guidelines aimed at increasing flexibility within the sub-area plan. These include easing restrictions on impervious surface coverage, adjusting aesthetic standards for parking areas, and modifying tree sizing requirements to better accommodate industrial needs.
The Planning Commission has reviewed these recommendations, which align with broader goals for the PSIC, including fostering a vibrant industrial employment center committed to sustainable growth. The vision for PSIC emphasizes the importance of diverse industrial activities and clean technology, ensuring long-term viability and expanded employment opportunities for residents in Kitsap County.
As Bremerton prepares for this transformative phase, the city is also exploring partnerships to enhance infrastructure and promote economic activity, including a collaboration with the Kitsap Economic Development Alliance for an industrial lands analysis. The city is actively working to ensure that the PSIC meets the necessary benchmarks to retain its status as a manufacturing industrial center, which is crucial for its economic future.
