Shelton shared her journey of introducing the bill, inspired by a fellow veteran from Wisconsin who advocated for similar legislation across the country. She credited Colonel Joe Mofnes, the governor's liaison to veterans, for encouraging her to pursue the bill and for his ongoing support throughout the legislative process.
