The site, located near Carolina Beach Road and the historic Sea Breeze neighborhood, was originally zoned residential in 1971. Staff presented that the area has seen significant changes, including the availability of public water and sewer services, which supports the proposed commercial use. The development plan includes a privacy fence to separate the commercial property from adjacent residential areas and is expected to generate minimal traffic impact.
Cindy Wolf, representing the applicants, emphasized the project as a family business opportunity that aligns with the community's needs. However, Anna Marie Atwood, a local resident and descendant of the original Sea Breeze community, voiced opposition, arguing that the development does not fit the historic character of the area and expressed a preference for residential use instead.
The board engaged in discussions regarding the implications of the proposed rezoning, including traffic patterns and the historical significance of the neighborhood. Ultimately, the board voted unanimously to recommend approval of the rezoning, citing its alignment with the comprehensive plan and potential benefits to the community.
The application will now proceed to the commissioners for further consideration on July 22. In a separate agenda item, another zoning request was presented to rezone approximately 3.73 acres at 2824 North 23rd Street for the expansion of Southeastern Freight Lines, which also received staff support due to its compatibility with surrounding uses and the area's growth.
