The council approved a significant amendment to a Chapter 380 economic development agreement with Tenant Hospitals Limited, reducing the total grant amount from approximately $12.8 million to $6.4 million. This adjustment aligns the full-time employee definition from 40 hours to 35 hours per week, reflecting compliance with Texas Enterprise Zone and federal programs. As a result, Tenant Hospitals will also forfeit years of noncompliance, leading to an 18% reduction in their incentive participation.

In response to ongoing humanitarian challenges, the council discussed extending an emergency ordinance that allows the city manager to deploy personnel and resources to address the public safety crisis stemming from mass migration through El Paso.
