The City Commission of East Florida convened to discuss Resolution Number 2441, which pertains to the approval of a site plan for a self-storage facility located on approximately 1.07 acres at the intersection of David Walker Drive and Hopsteadler Drive. The facility, proposed by ATC 2 LLC and designed by Bardez LLC Engineers, seeks several waivers related to its design and construction.
Deputy Director of Development Services, Jeff Richardson, outlined the key aspects of the proposal, noting that the facility will not feature a traditional building facade due to its nature as a storage facility. Instead, the design includes a faux window concept to enhance its street presence, addressing concerns raised during a previous meeting in May when the commission tabled the proposal for redesign.
The site plan includes four waivers, one of which pertains to the use of metal buildings, which are generally permitted in the mixed commercial industrial (MCI) zone but require special consideration at this corner location. The facility will be managed remotely, eliminating the need for an on-site office, and will feature a six-foot aluminum perimeter fence to enhance security.
Commission members expressed concerns regarding traffic flow and visibility at the busy intersection, particularly regarding the entrance and exit of the facility. While some members suggested that an additional access point could alleviate potential traffic issues, the applicant, Michael Carter, explained that the current design was determined to be the most effective solution after extensive consideration over the past three years.
The commission's discussions highlighted the balance between facilitating development and addressing community concerns, particularly in terms of traffic management and site aesthetics. The resolution will be further reviewed before a final decision is made.
