The board emphasized the potential for extensive damage to public utilities, buildings, and infrastructure, as well as the need for timely evacuations due to the county's high evacuation times. The resolution also notes that sheltering may be necessary for evacuees from affected areas.
Governor Ron DeSantis's Executive Order 24-156, signed on August 1, 2024, includes Columbia County in its emergency provisions. The resolution invokes Florida Statute 252.383, granting the county emergency management powers to bypass standard procedures for public work and to take necessary actions to ensure community safety and welfare.
The state of emergency will remain in effect until a multi-jurisdictional state of emergency related to Tropical Storm Debbie is lifted or for a period of seven days, whichever is longer. The board has also established protocols for enacting or renewing the resolution in the event of quorum challenges.
The motion to adopt the resolution was unanimously approved by the commissioners present.
