The City of Columbus is set to launch its Homeowner Accessibility Rehabilitation Program (HAARP) on June 3, 2024, aimed at assisting low-income residents in Muskogee County with essential home repairs. The initiative, funded by $3 million from the American Rescue Plan Act of 2021, will provide financial support for necessary repairs, including ADA improvements, roof repairs, HVAC systems, plumbing, and electrical work.
During a recent government meeting, Director of the Community Reinvestment Department, along with ARP Project Coordinator Mary B. Garcia, outlined the program's objectives and eligibility criteria. The program is designed to help residents remain in their homes by addressing critical repairs that can often be financially burdensome.
Eligible repairs under the HAARP program include roof repairs, HVAC systems, plumbing issues, and modifications for accessibility, such as installing ramps and grab bars. However, the program does not cover aesthetic improvements or landscaping. Each homeowner can receive assistance up to a maximum of $30,000, although the amount will vary based on individual needs.
To qualify, homeowners must meet specific income limits based on household size and provide documentation proving their income and homeownership. Homeowners are also required to maintain homeowners insurance, a stipulation that raised concerns among some attendees regarding its potential to exclude low-income individuals who may struggle to afford insurance.
The application process begins with an online prescreening to determine preliminary eligibility. Following this, approved applicants will undergo an in-person appointment to submit necessary documentation and discuss their specific repair needs. A home inspection will then be conducted to create a scope of work, followed by contractor engagement to estimate repair costs.
The program is a pilot initiative, and officials emphasized the importance of patience as they navigate the complexities of implementation. The city aims to serve as many residents as possible, but the process may take time, and not all applicants will qualify.
