City Council Considers Controversial Massage Spa Proposal

In a recent government meeting, the petition for a waiver use approval for a massage establishment at 32003 Plymouth Road was revisited after being tabled in a prior session. The establishment, named Needed Relief Massage and Spa, seeks to operate within a two-story commercial building located at the southwest corner of Plymouth and Ingram Avenue.

The proposed site is zoned as C-1, which allows for local business operations, but requires a waiver for massage establishments under section 6.37 of the Livonia Zoning Ordinances. Key stipulations include a minimum separation of 400 feet from schools, places of worship, licensed daycare centers, public libraries, playgrounds, or public parks. The operating hours for the massage establishment are proposed to be from 10:00 a.m. to 8:00 p.m. on Wednesdays through Fridays, and 9:00 a.m. to 5:00 p.m. on weekends.

The establishment plans to occupy approximately 1,200 square feet of the building, which includes a lobby, two treatment rooms, and a manager's office. The total parking requirement for the massage establishment is seven spaces, which is accommodated by the available on-site parking and additional street parking options.

During the meeting, the petitioner acknowledged previous shortcomings in their presentation and expressed a desire to provide further clarity on the proposal. The discussion highlighted the importance of community feedback, as letters of support for the establishment were noted.

As the meeting progressed, no objections were raised regarding the removal of the item from the table, allowing for continued deliberation on the petition. The outcome of this proposal remains pending as the community and officials weigh the implications of the new massage establishment in the area.
