During a recent government meeting, discussions centered around the responsibility for sidewalk maintenance in downtown areas, particularly in light of an increase in residents and homeowners associations (HOAs). A council member expressed gratitude for the assistance received on the Fern Street concrete repair project, which was initiated after a resident tripped on a sidewalk paver. This incident highlighted the confusion regarding sidewalk responsibilities, as many downtown sidewalks fall under the jurisdiction of various HOAs rather than the city.
The council member raised concerns about the need for clear guidelines for HOAs moving forward, especially as more residents settle in the downtown area. They questioned how the city plans to determine responsibility for sidewalk maintenance and repair costs, which could become significant if HOAs are held accountable.
City Administrator Armando Fono responded by outlining the city's proactive measures. He noted that funds had been allocated in previous fiscal years for sidewalk upgrades, with the Downtown Development Authority (DDA) partially financing these improvements. Public Works has been actively replacing and repairing sidewalks over the last two years.
Fono also mentioned that maintenance agreements have been established with new buildings to ensure they take responsibility for the sidewalks and landscaping in front of their properties. This practice aims to streamline maintenance responsibilities and ensure that sidewalks are properly cared for as the downtown area continues to grow. The city plans to maintain sidewalks that predate these agreements, ensuring a comprehensive approach to sidewalk management in the evolving urban landscape.
