The second item involved a conditional rezoning request for a 65.3-acre site located at 165 Road 154 Clodfelter Road and 816 Shears Road, submitted by Mattamy Homes. This proposal seeks to rezone the area to a conditional traditional neighborhood designation, which would allow for the construction of 187 single-family residential units. The site currently features a mix of residential limited service and residential general zoning.

Key aspects of the proposal include three access points to the development, 16.3 acres of open space—representing 25% of the site—and a greenway easement connecting to Ridge Avenue. The development plan also includes conditions such as restricting the use to single-family homes and implementing traffic impact mitigations, including a dedicated left turn lane on Timber Road.

A neighborhood meeting held on June 27th revealed significant community concerns, particularly regarding traffic impacts on Shears Road and the proposed connection to Clodfelter Road. Approximately 20 residents attended the meeting, voicing their apprehensions about the development's potential effects on local traffic patterns.

The board will continue to evaluate these requests, with further discussions anticipated in upcoming meetings.
