City staff emphasized the importance of negotiating a development agreement with Costco, suggesting that while the retail giant should not bear the full cost of these improvements, they should contribute financially. The staff expressed optimism that Costco would be willing to participate in funding discussions.
Furthermore, officials indicated a desire to explore grant funding opportunities to support these projects. The goal is to bundle the first four recommendations into a cohesive package for implementation, although they acknowledged that the timeline for completion may vary.
Council members were invited to provide feedback on the proposals, with a preference for initiating negotiations with Costco and potentially engaging with other stakeholders, such as the Woods group, to improve access and collaboration on the project.
