In a recent town council meeting, officials discussed the final development plans for the Blue Sky Prairie project, located at the southeast corner of High Plains Boulevard and Veterans Parkway. The project, which spans approximately 120 acres, has progressed to the final plat and development plan stage after receiving preliminary approval in December 2023.
The development is divided into four planning areas, with the first filing comprising 204 lots, including various outlots for open space and utility infrastructure. The council emphasized the importance of public hearings, allowing community members to voice their opinions on the project. Two conditions were imposed during the preliminary approval: an updated traffic impact analysis and restrictions on construction traffic on River Rock Drive, which will be temporarily gated to prevent vehicular access between subdivisions during construction.
The applicant, Tim Bouchard of Kola LLC, presented details about the project, highlighting the mix of lot sizes and types, including alley-loaded homes designed to minimize visible driveways. The development aims to meet open space and park requirements, with plans for parks and trail connections throughout the area.
Concerns were raised by residents during the public comment section, particularly regarding traffic impacts, dust from construction, and potential contamination from an abandoned oil well located near the site. Residents expressed worries about the adequacy of the traffic study and the potential for increased dust and noise during construction. One resident highlighted the need for transparency and communication from the developers to address community concerns.
In response, Bouchard assured attendees that the development would adhere to state regulations regarding dust control and that they were open to holding meetings with residents to discuss construction plans and address any concerns. The council acknowledged the importance of community input and committed to following up on residents' concerns regarding environmental safety and traffic management.
The council ultimately recommended approval of the development improvement agreement and water and sewer service agreement for the first filing of the Blue Sky Prairie project, signaling a significant step forward in the town's ongoing development efforts.
