A critical aspect of the proposal is its phased approach to development, with an initial limit of 16 residential units due to existing sanitary sewer capacity. Future expansions will require agreements with the city of Aurora to upgrade utility services. The Plan Commission has mandated that improvement plans must be submitted within two years of approval, or the zoning will revert to heavy industrial use.
