Racial and ethnic disparities in California's foster care system took center stage during the Assembly Budget Subcommittee No. 1 on Health and Human Services meeting on April 26, 2023. Recent legislative efforts, including SB 354 and AB 2085, aim to enhance support for families and clarify reporting requirements for mandated reporters, which could positively impact the disparities faced by marginalized communities.

The meeting also revealed ongoing initiatives such as cultural humility and implicit bias training for staff, as well as the formation of working groups focused on racial equity. These efforts are part of a broader strategy to develop an Equity Action Plan that will involve community engagement.

As California moves forward, the focus remains on creating community-based, culturally responsive services to prevent unnecessary foster care entries and facilitate safe reunifications. The commitment to tracking and addressing disproportionalities by race and ethnicity is a critical step in ensuring that all children receive fair treatment within the system.
