Lampasas residents oppose high-density development plan citing environmental and infrastructure concerns

During the Lampasas City Council meeting on January 13, 2025, significant discussions centered around a proposed rezoning plan that has sparked considerable community concern. The plan seeks to rezone approximately 31.81 acres of land, shifting from single-family residential designations to allow for the construction of townhomes and higher-density housing. This proposal aims to create a total of 124 lots for single-family attached townhomes and 145 lots for other residential types, raising alarms among local residents about the potential impacts on the community.

Key concerns were voiced by residents, particularly regarding the density of the proposed development. Betsy Kemp, a local homeowner, expressed strong opposition, highlighting that the new plan represents a drastic increase in housing density compared to the previously approved plan. The original proposal had already been revised to accommodate 265 families on 80 acres, but the new plan would allow for 269 families on a reduced area of just 46 acres, primarily consisting of smaller lots and quadplex buildings. Residents fear that such high-density developments could lead to poorly maintained properties, negatively affecting neighborhood quality and property values.

Environmental issues were also a focal point of the discussion. Kemp pointed out that the proposed site has a history of drainage problems, which could be exacerbated by the introduction of impervious surfaces associated with new construction. She warned that increased runoff could lead to flooding and pollution in local waterways, further endangering the ecosystem.

Infrastructure challenges were another critical topic. Residents raised concerns about Lampasas's existing limitations in water supply, sewage capacity, and electricity, arguing that the proposed development would place an unsustainable burden on these resources.

The Planning Commission had previously met on December 12, 2024, but could not reach a majority decision on the proposal, leading to the City Council's involvement. The council is now tasked with weighing the community's concerns against the potential benefits of the development.
