A shocking audit report unveiled at the March 6 government meeting revealed severe neglect and mismanagement of educational facilities in Guaynabo, Puerto Rico. The investigation, led by the Office of the Inspector General (OIG), highlighted alarming conditions at the Urban Elementaris School and the Guaynabo Vocational High School, both of which have suffered from years of deterioration and misuse.
The report detailed that educational equipment purchased by the Department of Education was left unused and deteriorating for over fifteen years. The vocational school, which was never utilized for its intended purpose, has been a storage site for confiscated materials since 2009. Inspectors found classrooms filled with damaged electronics, unutilized textbooks, and hazardous conditions, including broken windows and mold.
Security issues were rampant, with unauthorized individuals occupying the facilities, leading to incidents of substance abuse and waste accumulation. The OIG noted that despite a $900,000 damage assessment following Hurricane Maria, both the Public Buildings Authority and the Department of Education distanced themselves from responsibility for necessary repairs.
The financial implications are staggering, with the Department of Education reportedly spending over $5 million on lease payments for these neglected facilities between 2014 and 2016. Additionally, outstanding invoices related to the project exceed $13 million.
In response to these findings, the OIG has called for immediate action from the Secretary of Education and the Public Buildings Authority to address the maintenance and rehabilitation of the schools. The urgency of the situation underscores a critical need for accountability and effective management of educational resources to ensure the safety and well-being of students and the surrounding community.
