Council members and staff said the program expands last year’s work beyond the Crow area to cover the rest of the city and follows inspections that identified roughly 390 properties with defective sidewalk slabs.

Commissioner Monaco, who presented the item, said homeowners will receive letters identifying specific slabs that need repair and will have two options: obtain a free permit and hire their own contractor by June 1, or let the city hire a contractor and have the work added to their property tax assessment. “The deadline is June 1st to, to apply for a permit, which are gonna be free,” Monaco said.

Monaco and other council members emphasized that the city’s program is intended as a safety measure and to avoid private lawsuits arising from trip-and-fall injuries. Monaco noted the city’s code places maintenance responsibility on property owners and that the city’s process follows sealed competitive bidding.

On payment, council said the city will allow three interest-free installments so property owners can spread costs. A council member said, “The city is generous enough to allow 3 years for payment. 3 installment. The first 1 will not be due until either June or July 2027,” with subsequent payments due in 2028 and 2029. The city will provide a revised, detailed cost to each homeowner after bids are opened.

Council members also said the city will post bid openings publicly and encouraged residents to contact the billing department with questions.
