Consultants listed several topics raised during engagement: housing shortages and the cost of building, the need for middle housing, employment and health-care staffing concerns, interest in active-living connections (including a trail linking the community college and downtown), downtown revitalization, elder-care or community center concepts, and community ideas for addressing people experiencing homelessness. The consultants said many residents supported pairing treatment services with shelter but noted respondents typically did not want shelters located on Main Street or Broadway.

Herman said the consultants have seen discrepancies in building-permit data and asked city staff for confirmed counts; in one exchange staff provided a different figure for recent single-family permits than the consultants' estimate. Consultants also discussed the city's two-mile extra-territorial jurisdiction and said they could use utility-hookup or permitting data to refine housing totals.

The consultants said they have received 39 survey responses to date and encouraged broader participation through a project website that allows visual surveys, photo uploads and map-point comments. \"We only have a 39 responses, which is sadly very good, compared to a lot of communities,\" Herman said, noting more input would improve the plan's accuracy.

Next steps described included continued data collection, additional town-hall meetings and public hearings before adoption. Herman said the process is expected to take 12 to 18 months depending on participation and that Marvin will return for land-use discussions, with a March meeting tentatively mentioned as the start of future land-use work.

He said two units (four living units) have been built and sold, and the plan calls for building additional duplexes in phases.
