Troy City Council took a significant step towards enhancing community resources by approving a budget amendment of $222,000 for architectural and engineering services aimed at designing a new public library building. During the meeting on January 27, 2025, Library Director Emily Dumas presented the proposal, emphasizing the urgent need for modernization and expansion of the current library, which has not seen major improvements since 1984.
The decision follows a comprehensive evaluation of the library's facilities, which revealed that the building is 50% undersized for the community's needs. Dumas highlighted that the library serves over 1,000 visitors daily, making it one of the most utilized libraries in the region. The current infrastructure has led to service disruptions and limited space for programs, underscoring the necessity for a new facility that can better serve the growing and diverse population of Troy.

Dumas noted that HBM's approach includes community engagement, ensuring that the new design reflects the needs and preferences of Troy residents. The architects are expected to complete the schematic design and cost estimates by May 30, 2025.
In addition to the library project, council members discussed other community concerns, including the need for extended hours at the community center and the management of the new cricket field. Residents expressed their desire for more flexible catering options for events held at the community center, as well as a reservation system for the cricket field to avoid conflicts.
