In a recent meeting of the Woburn Conservation Commission, key discussions revolved around proposed improvements to a parking lot and the addition of a daycare center at 335 Washington Street and 28 Cedar Street. Ben Minox from Eagle Brook Engineering presented the plans, highlighting the need for modifications to enhance safety and functionality for the new daycare facility.
The proposal includes reconfiguring parking spaces, relocating a loading dock, and implementing traffic control measures such as speed bumps to ensure the safety of children entering and exiting the building. A significant feature of the plan is the creation of a fenced-in playground area, which will replace a portion of the existing impervious surface with turf material to facilitate stormwater infiltration.
Minox clarified that while the site is within a local floodplain, the project aims to reduce impervious area by approximately 3,500 square feet, which is expected to improve flood storage capacity. The total disturbance within the floodplain is estimated at 12,400 square feet, with existing conditions showing about 11,800 square feet of impervious area. The proposed changes are designed to maintain flood storage while accommodating the new daycare's needs.
Commission members raised questions about the impact of the proposed alterations on flood storage and drainage. Minox assured them that the project would not adversely affect flood conditions, as the city is also working on improving the drainage system in the area to alleviate past flooding issues.
As the meeting progressed, the commission emphasized the importance of accurate documentation regarding the fill and cut calculations related to flood storage. Minox agreed to provide detailed cross-sections and updated forms to clarify the project's impact on the floodplain.
The discussions underscored the balance between development and environmental stewardship, as the commission seeks to ensure that the proposed improvements align with conservation goals while supporting community needs.
