North Carolina introduces Special Children Adoption Incentive Fund to boost special needs adoptions

The Alexander County Board of Commissioners meeting on February 3, 2025, spotlighted the Special Children Adoption Incentive Fund (SCAFE), a program aimed at supporting the adoption of children with special needs. DSS Director Carrie Gerald presented the initiative, emphasizing its role in overcoming barriers to adoption, such as age, medical conditions, and sibling group placements.

Gerald highlighted that approximately one-third of North Carolina counties currently participate in SCAFE, which was established in 2001. The program provides financial assistance to adoptive families, helping cover costs related to medical care, therapy, and education for eligible children. With around 10,500 children in foster care daily in North Carolina, the need for such support is critical.

The funding structure is a 50-50 split between state and county contributions, with payments continuing until the child turns 18. Gerald noted that while the program encourages adoption and stability for children, it also presents challenges in projecting future costs and participation rates. The county has the option to cap annual participation or negotiate payment rates with families, but once committed, it must continue support until the child reaches adulthood.

The discussion underscored the importance of SCAFE in promoting permanency for children with special needs, potentially reducing the number of children lingering in the foster care system. The board is expected to deliberate on participation in the program, weighing the financial implications against the benefits of providing a stable home for vulnerable children.
