Amy McKinney, the county planning director, said state review under U.S. Department of Housing and Urban Development (HUD) rules revealed the borough’s proposed ADA ramp and related work required a larger scope — sidewalks and parking-lot work — than the county originally budgeted.

“...with HUD's regulations, it's, a lot more that goes into just putting in the ramp. You don't have to worry about the sidewalks, parking lot. So it becomes a much, much bigger project that we had budgeted for,” McKinney said. She told commissioners the reallocation will allow the county to meet the Department of Community and Economic Development’s (DCED) deadline and avoid delaying contracts for other county projects.

McKinney said the county will notify Indian Valley Borough and work with borough officials on revised engineering estimates and potential additional local contributions if the borough chooses to pursue the ADA project in a future CDBG application. She said county staff had spoken with the borough secretary but not yet with the borough council or mayor; the county plans further follow-up.

“This is the actual project that has to happen. We need to get some estimates... but then they need to know that there's money that needs to come from the borough too, like matching funds,” McKinney said.

The board approved the modification by roll call vote. Commissioners were told the county had advertised the change and held a required public notice period; McKinney reported no public comments were received.

The resolution instructs county staff to submit the modification to the Pennsylvania Department of Community and Economic Development and to assist Indian Valley Borough if it seeks to reapply for funding in the next fiscal year.

Vanessa Lovely, a representative of Lawrence County Social Services, told the board the county funds would be matched against nearly $45,000 in projected subsidy from the senior citizen program and would keep the rider fare at $1 per trip for residents age 65 and older who travel anywhere inside Lawrence County.

Lovely reported the program served 59 unduplicated residents in 2024 who took 3,192 trips — 72 more trips than projected — and the department projects serving 68 residents for about 3,384 trips in 2025. She said trip frequency varies by rider: “Some go weekly, some go several times per month, and some might only go once per month.”

Commissioners asked how destinations are chosen; Lovely said passengers request specific stores when they reserve rides and the service takes them to the requested location. Commissioners also confirmed the allocation is an annual line-item typically included in the county budget.

The board approved the resolution by roll call vote; commissioners present voted yes and the motion carried.

The allocation is intended to keep the program’s $1 per-trip fare intact and to support continued access to food for older residents across Lawrence County. The program operator coordinates reservations, and riders may travel to any food-selling establishment inside the county.
