The IPRTF Pretrial Processes Workgroup convened on February 7, 2025, to discuss ongoing initiatives and best practices in pretrial processes within Whatcom County, Washington. The meeting primarily focused on enhancing communication among pretrial agencies across the state and reviewing the implementation of the Pretrial Services Assessment (PSA).
The session began with a brief update on a recent letter from the Administrative Office of the Courts (AOC) aimed at improving collaboration among Washington's pretrial groups. Participants noted the importance of this initiative, highlighting the establishment of an informal email listserv that allows agencies to share ideas and strategies. Yvonne and her team at the Department of Corrections (DOC) were commended for their efforts to unify the pretrial agencies towards common goals. A webinar scheduled for the end of the month was mentioned as a significant step in fostering this collaboration.

A representative confirmed that PSAs are conducted for all individuals booked and held for first appearances in custody, with few exceptions. These exceptions include individuals already in custody, those with post-conviction issues, or fugitives from justice. The PSA serves as a release tool, and it was clarified that no assessments are performed for individuals who are summoned to appear in court while already released into the community.
As the meeting concluded, the facilitator opened the floor for public comments, but no attendees raised their hands to speak. The workgroup wrapped up with no further business to address, marking a productive session focused on improving pretrial processes in the region.
