Springfield plans new $100M jail to replace outdated facility

The New Carlisle City Council meeting on February 3, 2025, focused primarily on the urgent need for a new jail facility. The current jail, which has been in operation since 1980, is unable to meet minimum jail standards due to outdated infrastructure and design. With an average daily population of 195 inmates, the facility is over capacity and cannot accommodate necessary upgrades.

During the meeting, officials discussed the findings of a recent feasibility study that indicated the cost of renovating the existing jail would exceed the expense of constructing a new facility. The estimated budget for the new jail is approximately $100 million, which includes 20-25% in soft costs. This figure has more than doubled since initial estimates of $50 million five years ago, highlighting the rising costs of construction materials.

City officials are currently exploring potential locations for the new jail and have formed an advisory committee comprising members from local law enforcement and the judiciary to guide the planning process. The proposed facility is designed to house between 300 to 435 beds, significantly larger than the current jail.

The council emphasized the importance of balancing the facility's features with budget constraints, as additional programming or medical spaces would increase costs. The old jail is expected to be decommissioned and repurposed once the new facility is operational.
