The project was presented by Alan Fowley of the Rail Transit Safety Section, who said BNSF wants to replace older equipment and install constant warning time track circuitry so motorists receive consistent warning based on train speed. Fowley said BNSF estimated the project cost at $307,356 and will cover 100% of that cost. He said BNSF plans to begin work March 31, 2025, and complete it by Nov. 30, 2025.

The application included traffic and train counts: a 2015 traffic volume reported as about 1,150 vehicles per day with roughly 5% (about 50 vehicles) estimated for peak movements; a posted speed limit of 35 mph at the crossing; six trains per day as of 2019 with a maximum timetable speed of 49 mph; and two historical accidents at the crossing (one property-damage-only in 1987 and one injury in 1991). Fowley said no school buses use the crossing and that no intervenors filed in the proceeding.

Staff recommended the Commission deem the application complete, grant the application and require BNSF to notify the Commission when the crossing has been upgraded and to file an updated national inventory form in the docket by Nov. 30, 2025. Commissioners present agreed with that recommendation and the Commission issued an administrative decision granting the application with those filing requirements.

The Commission’s action does not change who pays; Fowley said BNSF will fund the work. The filing requirement will provide the Commission an updated federal inventory record after construction is finished, the staff presentation said.
