Sharon plans downtown revitalization with MAP funds amid post-industrial challenges

On February 13, 2025, the Pennsylvania Community and Economic Development held a webinar discussing the Municipal Assistance Program (MAP) and its impact on various communities in the state. The meeting highlighted significant projects in cities like Sharon and Ambridge, showcasing how MAP funds are being utilized to revitalize post-industrial areas and enhance community engagement.

Sharon, a third-class city in Mercer County with a population of approximately 13,000, is currently implementing a five-year downtown strategic plan funded by MAP. This initiative is crucial for the city as it seeks a main street designation. The plan, developed in collaboration with the Community Development Corporation, city officials, and the planning commission, aims to identify and redevelop vacant properties downtown. Key components of the strategy include improving wayfinding signage and leveraging the Chenango River, which has been recognized as a significant community asset. The city envisions becoming a cultural hub in the region, building on its existing public art scene.

In Ambridge Borough, located in Beaver County, the Heart and Soul program has made strides despite challenges posed by the pandemic. The plan, adopted in December 2024, focuses on preserving the borough's historical character while promoting community pride. Initiatives include community picnics, social media engagement, and a campaign that fostered local involvement. The final action plan will integrate with the borough's comprehensive plan, addressing issues such as sidewalk conditions and property maintenance.

Chambersburg also received recognition for its user-friendly comprehensive plan, which emphasizes reinvestment, housing, and transportation. The plan includes a detailed community profile and actionable recommendations, making it a valuable resource for local development.

Additionally, Lackawanna County is taking a regional approach to comprehensive planning, working with multiple municipalities to create cohesive zoning strategies. This collaborative effort aims to ensure equitable leadership and shared goals among the 42 municipalities involved.

The discussions during the webinar underscored the importance of community-driven planning and the role of MAP funds in fostering economic development and revitalization across Pennsylvania. As these projects progress, they are expected to enhance local infrastructure, promote cultural initiatives, and ultimately improve the quality of life for residents.
