Saline County is on track to maximize its funding from the American Rescue Plan Act (ARPA) as the County Commission met on December 17, 2024, to discuss the allocation of remaining funds before the year-end deadline. County Administrator Philip Smith Haines reported that over 92% of the $10.5 million awarded has already been invested in 49 projects across various sectors, with a goal to fully obligate the remaining funds by December 31.

During the meeting, Haines highlighted the importance of utilizing every dollar available, stating, "We don’t want to give back even 10¢ to the Federal government." The Commission approved a request to re-obligate approximately $14,977.40, primarily from the Choose Saline County app, to support ongoing projects, including a joint facility study with the City of Salina.

The discussion also included plans for a fifth task order with iParametrics, the consulting firm assisting with ARPA reporting, to ensure compliance through 2025. Haines noted that while most funds are already obligated, a small portion remains unallocated due to various project delays. He emphasized the need to secure these funds for local projects, including infrastructure improvements.

The Commission's proactive approach has garnered praise, with Haines mentioning that Saline County is viewed as a "rock star" among its peers for effectively managing ARPA funds.
