Cosmetologist license revoked after unsanitary conditions at Blooming Couture Nails

The California Board of Barbering and Cosmetology has taken significant action regarding a cosmetologist's license following a series of violations and unpaid fines. The licensee, who has held their cosmetology license since October 19, 2012, has faced multiple citations, including a $10.50 fine issued in May 2018 and a more substantial $500 fine in March 2022, both of which remain unpaid.

The Board's scrutiny intensified after a consumer complaint was filed in February 2020, alleging unsanitary conditions at the licensee's establishment, Blooming Couture Nails LLC. The complaint detailed a disturbing situation involving a duck on the premises, which reportedly defecated on the floors and interacted inappropriately with clients. Following this, the Board attempted multiple inspections of the establishment, but each time, Blooming Couture Nails was closed.

In March 2022, an inspection finally took place, revealing two violations of the Business and Professions Code. Despite further attempts to inspect the establishment, the Board continued to encounter closures. By September 2022, the case was escalated to the Attorney General, leading to a default decision for the revocation of the cosmetologist's license, which took effect on August 17, 2023.

In a recent development, the licensee submitted a petition for reinstatement on December 30, 2024. This petition has initiated a new case as of January 7, 2025, indicating the licensee's intent to regain their professional standing. The Board's ongoing review of this case highlights the importance of compliance with health and safety regulations in the cosmetology industry, ensuring that establishments maintain standards that protect both clients and practitioners.
