Councilor Haskins and Vice Mayor McIntosh noted similar constraints when it comes to Hougatonna. Haskins said privately owned ski areas in the region are typically located in state or national parks and that nonprofit or private ownership models can be difficult to sustain. The vice mayor offered to share past memos and video excerpts from Parks and Recreation presentations that examine in-state comparables and rate structures.

The council adopted a multi-item consent resolutions package that included, among other things, amendments to the Clean Water State Revolving Fund agreement for the North Platte sanitary sewer rehabilitation project; a cooperative purchasing agreement for procurement of a transit bus; a change order for the Sam H. Hobbs wastewater secondary-treatment rehabilitation project; and multiple professional-services contracts for closed-landfill monitoring and reporting. The consent package also authorized two grant awards from the Wyoming Office of Homeland Security totaling $128,275.

Several minute-action and consent-minute items were adopted. Appointments to the Natrona County Travel and Tourism Council and a sole-source purchase of a handheld mass spectrometer using SHSP grant funds were approved; Councilors Sweeney and Jensen were recorded abstaining on the appointments item, and other abstentions were noted on discrete items earlier in the meeting (see action list below).

The council convened into an executive session at the end of the meeting to discuss personnel matters, and reconvened only to adjourn.
