Todaro said the work will address stormwater flows and inlet/discharge improvements on both sides of a stream near the bottom of Providence Road. \"We're looking into, with the reduced amount, adjusting some of the scope and what we can do with those funds,\" she said.

Todaro also reported that a notice has been issued for a small water-and-sewer grant whose application is due April 30; borough staff and the engineer will evaluate feasible projects that could qualify for that program and bring recommendations to council in the next two months.

She said PennDOT has not completed ramp approvals and that a meeting is scheduled to try to resolve remaining issues. Public Works reported a separate, long-running utility project: PECO Energy plans to install about one mile of new gas main along Union Avenue, Fairview, Bailey Road, Wycombe Avenue and McDade Boulevard; borough staff warned residents the multi-block work will cause road closures and detours and could continue into October or November.

Johnson said the borough should place a sign that says ‘‘curb your dog’’ along the cemetery's back fence where nearby homeowners live, and asked whether Public Works could install the signage. \"They are walking their dogs on the cemetery and letting them deprecate there, which is not really a good thing,\" she said during the public-comment portion of the meeting.

Council President Latoya Monroe and other councilors responded that Graceland is under borough oversight and described the cemetery as a place that deserves respect. Monroe asked Mr. Pizzulo to prioritize erecting signage at the back fence, and council members discussed continuing work the community and Public Works previously started to raise fallen headstones and tidy burial plots.

Public Works and councilors noted that signage alone might not stop all behavior but would be a step toward informing residents and encouraging compliance. Councilors also raised the possibility of pursuing a borough ordinance with fines specific to cemetery violations if the solicitor deems it appropriate.

Council members and a staff speaker said restoration work will continue in spring, including raising fallen gravestones and coordinating with the historical committee. They also confirmed there is at least one historic marker on the site.
