This project includes an 11-acre expansion featuring additional parking, a dog park, and open play areas. The council is considering the need for a new signalized intersection or roundabout to improve access to the park and community center.
The council emphasized the importance of separating operational costs from construction budgets, indicating that operational funding will be required when the community center opens in 2028, rather than during the construction phase. A detailed operations pro forma has been shared with council members to outline these needs.
The meeting also covered the Discovery Park Phase 3, which remains on schedule for design in 2028 and construction in 2029. Additionally, the Graycliff subdivision project has been pushed back to 2028 for design and 2029 for construction due to delays from the developer.
The Fields District Community Park, initially planned for 2027, has been postponed to 2029 for design and 2030 for construction. The West Meridian Regional Park project remains on track for design in 2032 and construction in 2033, with staffing needs adjusted accordingly.
Lastly, the council discussed the Margaret Aldape Park, which is projected to be developed between 2030 and 2034. The council reassured stakeholders that despite the timeline adjustments, the project remains a priority.
Overall, the meeting highlighted the council's commitment to careful planning and phased implementation of community projects, ensuring that operational needs are met as new facilities come online. The council plans to revisit and update the Capital Facilities Plan annually to adapt to changing circumstances and community needs.
