Mark Harris seeks permit for Downriver Adventure Company's bicycle retail expansion

Mark Harris is seeking a conditional use permit to expand his recently acquired business, Downriver Canoe Company, by adding a bicycle shop to the existing canoe outfitter services. During the Warren County Planning Commission meeting on February 12, 2025, Harris outlined his plans to incorporate retail sales, rentals, and repairs of bicycles, utilizing the current shop and parking facilities.

To facilitate this expansion, Harris has also submitted a concurrent text amendment proposal. This amendment aims to define a bicycle shop as a permitted use within the agricultural zoning district, allowing for the sale, rental, and repair of bicycles and related equipment.

The history of the property dates back to December 20, 1977, when the Board of Supervisors approved a conditional use permit for canoe outfitting and associated sales. The Dan River Canoe Company has operated at this location since then. Harris envisions transforming Downriver Canoe Company into a more comprehensive outdoor recreation outfitter, rebranding it as Downriver Adventure Company.

The proposed supplementary regulations under the text amendment will address specific operational guidelines for the new bicycle shop, ensuring it aligns with community standards and zoning requirements. This initiative reflects a growing trend in Warren County to enhance outdoor recreational opportunities and diversify local business offerings.
