The Roseburg Planning Commission meeting on November 4, 2024, focused on the development of new hiking and biking trails within the city’s urban growth boundary. The discussion highlighted the city’s commitment to enhancing outdoor recreational opportunities, as outlined in the Parks Master Plan established in February 2008.
The Parks Commission has prioritized the trail project, especially after receiving a $150,000 grant from the Recreational Trails Program in February 2021. This funding is aimed at constructing trails that align with statewide priorities identified in the Oregon Statewide Comprehensive Outdoor Recreation Plan (SCORP), which emphasizes the need for soft surface walking and biking trails.
Currently, Roseburg lacks adequate mountain biking and dirt trail options, with the nearest facilities located in Sutherland. The city aims to create a family-friendly destination for hiking, trail running, and mountain biking, which is seen as essential for promoting health and physical activity among residents.
The proposed trail system, designed by professional trail builder Eddie from Ptarmigan Trails, will span approximately three miles. The design process has undergone several iterations to address concerns from various agencies, including the State Historic Preservation Office (SHPO), regarding the proximity of the trails to the Pioneer Cemetery. Adjustments have been made to ensure adequate buffers from the cemetery and to avoid sensitive wetland areas.
Despite initial setbacks in obtaining a conditional use permit from the county, the city remains committed to refining the trail plans to accommodate community feedback and regulatory requirements. The ongoing development of these trails is expected to enhance local recreational options and contribute to the overall well-being of the Roseburg community.
