City Council awards $797K contract for Kelly Courts Improvement project

During the Hermosa Beach City Council meeting on February 25, 2025, significant discussions centered around the award of a construction contract for the Kelly Courts Improvement project. This initiative aims to address various deficiencies at the facility, which includes basketball, tennis, and pickleball courts. Notably, two of the four pickleball courts have been closed since February 2020 due to dimensional constraints that need resolution before reopening.

The project is designed to bring all three sports facilities up to current standards set by the USA Pickleball Association and the American Institute of Architects. Key improvements will include full court resurfacing, wall replacements, and modifications to the layout to enhance accessibility. This includes addressing a problematic step that currently hinders access and updating fencing and lighting to meet modern standards.

The city received six bids for the project, all of which fell within the engineer's estimate and the allocated budget for the fiscal year. However, challenges arose with the two lowest bidders, leading staff to recommend KYA Services, the third lowest bidder, for the contract. KYA Services was deemed both responsible and responsive, with a proposed contract amount of $797,000. If approved, construction is expected to begin in April 2025.
