New Leaf Energy proposes solar project for Rycove Memorial Road in Virginia

The Scott County Board of Supervisors meeting on January 2, 2025, featured a significant proposal for a community solar project presented by New Leaf Energy. Jesse Robinson, a project developer, along with project engineer Quentin Wood, outlined plans for a 4-megawatt solar facility located off Rycove Memorial Road. This project aims to provide renewable energy options for residents who cannot install solar panels on their properties.

Robinson explained that the proposed solar project falls under Virginia's shared solar program, which allows subscribers to receive credits on their utility bills. The facility is designed to connect to local distribution lines, with Appalachian Power currently assessing necessary upgrades. The project is expected to generate enough electricity to power approximately 400 homes.

Key features of the solar panels include a solid-state design that minimizes the risk of leakage and a 25-year warranty from reputable manufacturers. The project has undergone extensive environmental studies, confirming no impact on wetlands or endangered species. Additionally, the facility will utilize native grasses and pollinator species in its landscaping plan.

Community outreach efforts included mailers and a public meeting, which garnered support from local residents. Five letters of support were submitted to the county, indicating a positive reception from the surrounding community.

Robinson highlighted the economic benefits of the project, estimating it would generate approximately $421,000 in tax revenue for the county over its lifespan, compared to $12,000 if the land remained agricultural. The project is also expected to enhance local energy diversity, potentially attracting further development to the area.

As part of the proposal, New Leaf Energy committed to prioritizing subscriptions for the shared solar program to residents of Scott County before reaching out to others. They also expressed willingness to support local emergency services financially.

The Board of Supervisors will review the proposal further, considering its implications for the community and the environment.
