The agency, which operates with a small team of seven staff members, reported a steady volume of appeals, with 92 new cases filed in 2023 and 99 in 2024. Approximately half of these appeals were affirmed, indicating that local governments were generally found to have made correct decisions. However, the other half were either remanded or reversed, showing that LUBA plays a vital role in holding local authorities accountable.
