The site, previously occupied by a church and meeting hall built in the mid-20th century, has been evaluated for historical significance. A report concluded that the property does not qualify for listing on any federal, state, or local historical registers.
The applicant's team had previously filed for a demolition permit in June 2022 due to issues of trespassing and illegal dumping. The structures were demolished by September 2022, leaving the site vacant. The new design aligns with the city’s residential design guidelines, as confirmed by city staff and the city architect.
